Writers Write: Website that covers a variety of writing topics, a variety of writing resources, from promotion, to finding a publisher, and also includes freelance jobs, competitions and so on.
Writing World: Another site like Writers Write, covering a variety of useful topics with articles to help you write a synopsis, or query letter, it also includes information on contracts and rights and so on.
